Abstract

The accelerated process of urbanization, associate with population growth and social mobility, leads to large changes in the physical and social environment of Brazilian cities, with the increasing impoverishment of the population. These transformations are triggered by processes of urban interventions, in turn, permeated by relations between different groups working on public policies and individual interests of minority groups to the detriment of the interests of society as a whole. You can even say that the real estate capital influences the urban real estate market as it affects the standard of urban land use by directing state action in the spatial allocation of means of collective consumption and dosage of financial resources available to different segments of society. So, target remains where and how they should be deployed on public resources, generating, in most cases, different access to different services, implementing socio-spatial inequality. In this context, we consider essential to the participation of organized civil society in decision-marking of public policy, because otherwise, the latter will remain as the womb of conflicts of interests and groups with different prevalence of benefits to one group rather than the quest for equity and well social welfare. That said, the present research project looking-for to analyze the relationship between the state as a "superstructure" and the citizen wrapped in social class relations as a "structure", to evaluate whether there is a citizen participation in urban planning process. The research also want to discuss the issue of social participation and analyze to what extent this participation depends on the degree of apprehension and understanding by the citizen of how it produces the same space.
