Abstract

Government programs for housing funding have boosted a large number of housing opportunities, often representing a challenge for builders, developers and also project offices. The quality of these new opportunities are directly impacted for the constraints imposed that most often characterize the products for Low Incoming Housing Programs (LIHP), such those destined for the Brazilian Government´s program (My House, My Life - MHML), particularly focused on clients with incoming of 3 to 10 minimum salary - MS (1 MS corresponds approximately to U$305,00 on July/2012).This Low Incoming Housing Programs (LIHP) could be improved with results from surveys of Post-Occupancy Evaluation. However, when users' expectations are low, as in LIHP, these may indicate bias of satisfaction, even though we know that conditions are unsuitable, because the previous experience these users have about housing often represented a more precarious situation than the current one. Therefore, some researchers have incorporated the desired value as a way to improve the functional requirements and quality of this type of product.The product delivery with higher added value by design management faces the expectations of tangible results (mainly economic) established by investors (builders, developers), besides the difficulties imposed by a product development process highly fragmented and where the individual interests jeopardize the possibility of mutual collaboration among all.The Target Costing (TC) approach is presented as a strategy for greater integration between the parties, safeguarding specific interests, sometimes conflicting. The application of TC in the building sector still presents challenges and is a subject to be explored. As the main theme, this work aims to develop a proposal to implement the TC in design management process. The TC is the main theoritical basis in this research that will also include a sistematic literature review on the subject and the adoption of case studies as a research strategy.
