Abstract

In political science, there are an important group of studies that have studied the budget process in Brazil (Ames, 2001; Pereira and Muller, 2002; Figueiredo and Limongi, 2008). This project aims to advance these studies by analyzing the amendments proposed by state delegations, a subject hitherto unexplored by the research in this area. To examine these amendments, this project will advance in the organization and systematization of the budget database developed by Cebrap, which is based on the databases of LOA - Annual Budget Act - provided by the Chamber of Deputies. The project will test key variables that have been identified as important determinants of the budget process in the literature in order to understand the influence of these factors on the rates of approval and implementation of amendments proposed by state delegations. The project will expand our understanding of the influence of the Brazilian legislature on the budget, including how the party system and federal arrangements influence the approval and execution of state delegation amendments.
