Abstract

The objective of this research project is to add to the knowledge and debate on public policies in Brazil, with a special focus on education and health policies. In the first two chapters, we study the effects of recently introduced measures to increase public school accountability in the state of São Paulo, which consist of disseminating data on standardized tests results at the school level, and implementing incentives such as bonuses for school staff conditional on student performance. In the first chapter, we focus on school behavior and try to measure organizational changes and subsequent improvements in student performance. In the second chapter we explore a different consequence of school accountability measures by looking at the migration of students and teachers across schools, and try to measure segregation effects. In the third chapter, we turn to the health area in order to evaluate the impact of the program "Bandeira Científica" through a field experiment. This program, led by medical students of the University of São Paulo, provides each year medical services to the population of a poor municipality in Brazil, by setting temporary health posts. However, little is known about its medium-term impacts on the health and habits of beneficiaries, and about its cost-effectiveness. We hope to make recommendations to improve the program design in the future, and to learn more generally about the efficiency of short interventions. (AU)
