Abstract Innovative public investments and science intensive sectors plays an important role as disseminators of knowledge and technology. However, few studies have addressed the relationship of public innovative spillovers on developing countries, as well as the relationship with its main science intensive sector: the capital goods industry. In this context, this study aims to estimate the spillover effects across the industry resulting from public investment in innovation, and additionally, the spillovers of R&D and management investment of capital goods industry for the rest of the industrial sector as well as the time lapse between investment and innovative occurrence of growth in output due to such expenditures. The study also aims to identify the main characteristics of the most efficient in absorbing and transforming them into revenue spillovers arising from innovative activities from government and capital goods industry. The proposed method integrates econometric techniques and data envelopment analysis (DEA). | |
