Abstract

This research project takes an object of study the new media's arrangement in Argentina, Law Nº. 26.522/2009 of Media Services (LSCA), contemporary reference to this field of study in Latin America. The original character of this legislation is a novel design of the communication rights to society and a new regulatory role reserved to the State. In this sense, it is investigating how to set rigid division of the electromagnetic spectrum between three types of operators: private commercial, private and non-commercial state; goals plurality of programming, limits the number of broadcasting awards and more transparent procedures for granting of grants. The preparation and implementation of the LSCA is inseparable one hand, the political moment and the correlation of political forces in the country, and secondly, a common phenomenon in Latin America since the return to democracy, namely the emergence of civil society and fight the spread of citizenship rights. One of the key actors in the formulation of the LSCA, the Coalición por una Radiodifusión Democratic (CRD), will be subject to special consideration in this research, particularly with regard to its social configuration, capacity for mobilization, effective influence in the production of LSCA and its political and ideological orientation. Other controversial topics of the text of this legislation - such as the financing of the private non-commercial operators and plurality of internal stations under government control - will also be analyzed in order to critically explore their potentials and limitations.
