This investigation aims to analyze the role of public television with digital technology in Brazil and Argentina, countries with many similarities in economic, social, political, and cultural contexts. To this end, we study the recent government projects in both countries of public television. The Argentine government has invested in the modernization of the Canal 7 Argentina (in the past, Argentina Televisora Color - ATC), a station for almost six decades of operation, which was virtually refounded from scanning, to serve as "network head" of the new public television. In Brazil, the government created in late 2007, the "Empresa Brasil de Comunicação" (EBC), an administrative structure that operates the public television "TV Brazil ". Both projects promise to build and manage open, modern, and competitive national systems of Public Open Digital TV. This investigation should also describe and compare briefly the historical evolution of Broadcasting - TV showing the vehicle as a permanent dispute communicational, political, ideological, advertising, cultural and economic - as well as models public and commercial television in each of those countries. A journalism student intends to confront the development of a national framework for public television that began at the end of the first decade of the present century, the federal governments of Brazil and Argentina, from a shared technology for scanning television networks open project. The search will be made possible with updated bibliographic analysis of the topic, with tracking media information on the progress of projects Digital Television, as well as conducting face or mediated interviews with managers and professionals of public vehicles, researchers, and spectators. Therefore, the empirical analysis and comparative also be used to observe and confront the ways of development of two national televisions with governmental structures investments. The purpose is to verify the good possibilities and also the possible obstacles to the proper development of the two projects. Therefore must be ascertained immediate paths and more distant horizons of the Public Television of Brazil and Argentina, about the audience, content, structure, and laws. (AU)
