Abstract

In the current period questions about the environment, especially those related to sustainable development, are common in our everyday lives. In this sense, we observed during the last two decades a gradual expansion of the debates to encompass and consolidate the economic and social pillars, as well promote the growth of public participation in environmental issues. Concomitantly, during the 1990s, the Brazil went through a process of political and economic changes characterized by the adoption of a development model based on the opening of the economy to the international market, imposing of the country a new pattern of organization of the territory based, for example, in the search for a higher efficiency in infrastructural sectors considered strategic for the country's economic growth, such as transport, energy and urban infrastructure. In this context, there are several relevant environmental elements, such as the environmental damage caused by great infrastructure projects managed by the Brazilian state (at different levels of government), objects of debate due to the magnitude of their impacts and a structural inability for monitoring of some state agencies. Based on those premises, our objective is analyze and understand the role of the state and its public policies, in the definition of environmental compensation considering the scale of the federal administration of the country: the guidelines that involve the calculation of financial resources to be spent by entrepreneurs; the activities of state agencies directly related to environmental compensation (Ibama, ICMBio, etc.); as well as public actions related to the implementation, management and supervision of the proceeds of this instrument in Brazil.
