The Barcelona model, public policies to Olympic games, 1992 and the similarities with Brazil (2010-2020): by whom? For what? What’s the leisure legacies?

Abstract

The intention is analyzing the public policies that promoted the planning, implementation and urban renovations at Barcelona´s city, before, during and after the 1992 Olympics Games, with special attention to creating spaces that would "theoretically" result in a leisure legacy. It also aims at establishing possible parallels with the Brazilian public policies for the mega sports events decade (2010-2020). The study argues that the "Barcelona model" is successful for public policies and urban renovations in that city, especially because it creates several spaces and leisure actions. In the Brazilian case, official documents are analyzed; interviews are performed with Olympic authority leaders and representatives of organized social movements: the Popular Committee of the World Cup and the Olympics Games in São Paulo and Rio de Janeiro. In the case of Barcelona, the official documents, scientific production on the topic and spaces indicated as icons of the renovations will be analyzed, in order to understand what long term social legacies considered icons of renovation remained for leisure. The stay in Barcelona will enable studying the official material available on the topic, contacting authorities and representatives of society who participated in some way in those policies and renovations, and to observe the spaces pointed out as icons of the renovations and their current uses.
