Abstract

This research intends to contribute with the productions concerning the historical background and politics of childhood education and more specifically, to the production concerning university daycare centers in Brazil. The creation of the university daycare centers was marked by intense struggles of social movements guided, above all, by the right to daycare for working mothers. However, since the 1988 Federal Constitution, different legal provisions are drafted emphasizing the daycare as a child's right. The need for universal service in childhood education is a consequence of this policy shift for the daycares that have transitioned of labor rights for the children's rights. The resolution of March 2011 is the most recent publication of the National Council of Education and it reiterates this need and on a direct mode, affects the organizational structure of the university daycare centers, historically linked to labor rights: attend only children who are sons and daughters of Brazil's Federal Universities servers, teachers and students. The purpose of this research is to understand the challenges posed to the university daycare centers from these policy changes, emphasizing the university daycare center on Federal University of São Carlos (UFSCar), call the Child Care Unit (UAC), which opened in 1992 after a strong union movement. The research aims to bring elements about the process of universalization of vacancies in this daycare from bibliographic and documentary research, expanding production and debate to other university daycare centers in Brazil.
