Abstract

There is in Brazil a growing need of solutions for many issues like overcrowded cities, the solid waste generation and the lack of sustainable practices and urban policies that could equate these matters. While the cities are growing in size and population, also increase the difficulty in keep a social and environmental balance. So the big challenge to face is the development of public policy by municipalities to assist the expansion of economic, social and environmental areas. In this context, the main objective of this research is study public policies aimed at regional development through the policy of recycling municipal solid waste. Through the following specific objectives: analyze the steps of public policy formulation on solid waste and the factors that influence on it; Understand the importance of social participation as a democratization process of public management; Understand the proposed society participation in building Public Policies for solid waste; Discuss the implementing process of public policies on solid waste that contribute to regional development on the inside of São Paulo state. This project is a qualitative/quantitative research on bibliographies and documents, based on the reading, analysis and reflections of the main ideas exposed by authors that underlie the research and a critical assessment of the documentary data.
