Abstract

The National Policy for Solid Residue (NPSR), enforced in 2010 by Law 12.305, has driven important initiatives to deal with the enormous volume of USR generated in Brazil every day. However a great number of problems remain unsolved, the solution of which requires a systemic vision about USR management involving shelf life of products, education for sustainable consumption, recognition of solid residue as a reusable and recyclable economic good of social value and USR management aligned with principles of sustainable development. The NPSR also defines the responsibilities of several links that are part of the supply chain relative to the destination of residue after consumption, relevance of collectors in the residue management systems, structure for RS treatment, decommissioning of landfill and reverse logistics for products (including packages, which represent about 32% of USR).Required solutions for USR are rather complex once they involve technological development, management of cities, diversity of available infrastructure in different cities and regions and they depend of the engagement of stakeholders such as public government, private sector and population in general. For all these reasons, the management of post-consumption solid residue requires a holistic vision of the whole chain - from production to end consumer as well as consumers' education for the correct residue disposal in order to meet reverse logistics, social concern relative to collectors and cooperatives that collect and sort recyclables, circular economy applied to disposed packages and food residue that return to cycle by means of recycling processes and compost or biomethanation. By taking all these factors in consideration, it is remarkable that the post-consumption solid residue in the State of SP is an issue far from being solved in its integrality. That is why SAA decided to prioritize this theme through Cetea in Ital.This proposal aims to contribute with effective solutions for this important problem through the creation of CCD - Solutions for post-consumption residue: packages and products, with the mission of developing innovative solutions oriented to the post-consumption residue problem in order to reduce or eliminate its negative impact based on the circular economy principles and on the Sustainable Development Objectives.CCD is committed to generating and sharing applied knowledge to support the development of sustainable solutions for the productive sector and the society by means of technological and social innovations, business models and proposal of public policies.CCD will promote the integration of food production and other consumption and package products with researches conducted by the main institutions of the State of SP focused on solutions for post-consumption urban residue through the development of innovative materials and packages, technology for reuse of organic solid residue for the production of biogas, innovative processes for plastic recycling and other innovative actions for the management and promotion of circular economy by means of material and packaging systems optimization to reduce food waste, loss reduction by the mitigation of residue and reinforcement of environmental education.For the organization and development of CCD activities, five research platforms, deployed in lines and research projects, were formed:1. Management and innovation for the circular economy in the organizations and chains2. Organic residue mitigation impact3. Design, materials and innovative technologies4. Technologies of reuse and recycling5. Education and culture for circular economyTo close, CCD Circula aims to be a reference in the State of SP and in Brazil for the development and certification of sustainable solutions for USR management in order to contribute to the environmental education and conscious consume to combat greenwashing.
