Abstract

This project aims to propose the analytical integration of the concepts of repertoires of social movements to the study of public policy under the framework of governance. This proposal is based, on one hand, on the recognition that the major focus of the Theory of Social Movements on the contentious politics is insufficient to understand what happens with social movements once they start participating in the collective decision making. On the other hand, the Theories of Public Policies tend to reduce societal actors to one kind of stereotyped activity. Research conducted in my PhD which investigated the Health Reform Movement in Brazil from 1974 to 2006, showed the transit and the incorporation of forms of action and organizations of this social movement into the decision making processes of health policy. In the current research I propose to examine three policies for training human resources for the Unified Health System in order to understand what are the patterns of governance that have been generated, basing this investigation on careful analysis of forms of organization and action of the societal actors.
