Abstract

The new International Health Regulations (IHR) was adopted by the World Health Organization in 2005, after 10 years of negotiations. During the revision process of the IHR, concerns that surpass the public health field, especially issues related to biosecurity and bioterrorism, have contributed to unlock the negotiations. Therefore, the rules settled by the new International Health Regulations represent substantial changes in the field of public health, regarding the control of infectious diseases proliferation, but also include issues of the international security agenda. By this perspective, this research studies the negotiation process of the new IHR, seeking to analyze how the international security agenda permeated the elaboration of the new IHR and influenced its rules, contributing to a wider process of securitizing global public health.
