Abstract

The Estância Turística of Ilha Solteira in the state of São Paulo possess a master plan since 2008, this municipal policy of territorial development guides and it can enable compliance of the functions of the city in its economical, social and environmental aspects. When noted that the tourism can impact cities not only in a positive way but in a negative too, it's been necessary to know the local public policies for tourism, with the scope being the analysis guiding documents of the municipal development. This research is to study the proposed Master Plan for Ilha Solteira in order to observe the guidelines for the development of tourism in the municipality . For this, it's been necessary to conceptualize the Master Plan as an important instrument of urban planning to the development of tourism, to relate the existing projects in the municipality and identify the positive and negative points of the touristic development based on this document. Referring the methodology, literature review will be conducted to subsidize tourism concepts, development and public policies, and applied research of Documental base for observe the applicability of the Tourism Master Plan. In a second stage will be made an exploratory research to understand the reality of Ilha Solteira within tourism and also diagnose whether the policy of the master plan is being implemented in the city, allowing the projection of scenarios as guiding responses to the improvement of policies tourism in that municipality.
