Abstract

The idea of this research paper is to analyze the determinants of the bureau's allocation, for parties of the governor's coalition, that deal with public safety policies and prison management in the Brazilian states. It isn't a subject very studied yet, even in a federal level, but with strong connection with the central object of the thematic project that this scientific initiation is inserted in. In general, the literature treats the coalition governments as composed by "partisan" Ministers/secretaries (used to look for support of other parties), and "technicians" (normally considered of the personal quota of the president/governor). The departments of public safety are an interesting case, since it treats one of the main responsibilities of any state government. Therefore, it is expected that this policy has a special attention of the governor, who would indicate a secretary oshis/her personal "quota" and leave this policy out of the exchange that characterizes coalition governments . Thus, there is a possible relationship between the importance of policies to the governor and the allocation of offices for coalition governments, initially pointed at the federal level by authors such as Barbara Geddes and Octavio Amorim Neto, which is not very explored yet in the Brazilian state political system. Furthermore, the research paper aims to explore how the strategic allocation of jurisdiction from an office to another one occurs, in this area of public safety.
