Abstract

How are bureaucratic careers created and structured in cultural policy agencies at the state level in Brazil? This project explores this topic through an in-depth case study of cultural policy agencies in São Paulo and Rio de Janeiro. It is relevant because bureaucratic careers have seldom been studied in Brazil, even at the federal level, and are undeniably an important part of the political system. We hypothesize that strong careers help cultural policy agencies to strengthen state capacity and thus to deliver better public services.
