Abstract

This research project aims to contribute to building of a database on the government budgets of Brazilian states. The database that we will construct will compile data published by the National Treasury on the budgets of 27 states from 1986 to 2012 [1]. We will also incorporate findings from recent research from the Institute of Applied Economics (IPEA) that show that there are major problems with official Brazilian government budget statistics and that suggest ways of building measures that more effectively capture the consumption and capital expenditures, as well as transfers to households, transfers to private institutions and intergovernmental transfers. This research fellowship will be used to apply the methodology of macroeconomic classification of public expenditure developed by IPEA to the database of state budgets of CEPESP.
