Abstract

This project aims to understand the relationship established between the ways in which the Uwa people is affected by its integration into the General System of Participation (SGP) and how during this process the community assumes, understands and appropriates the notion of autonomy. (This notion is proposed from the constitution to the level of the management of public policies). My analysis covers the subject on three dimensions. The first dimension explores the tension between the rules and the practical operation's process of budget transfer, known as "transfer". A second dimension describes the changes in the dynamics of social reproduction of the community under the impact of transfers. Finally, the third addresses the concept of "autonomy": how the community takes ownership of the proposed legislation and policy term, attributing own senses? Our hypothesis is that these three dimensions impact on each other and that native reconstruction of the notion of autonomy also impact on the social reproduction of these communities. The formulation of this project is the result of the concerns that came to light in subsequent conversations with Uwa's traditional and political authorities during my graduation Project fieldwork. It became evident that inclusion had resulted in a number of adverse effects on social functioning and the need to better understand the new dynamics generated as well as the effects on the life of the community. The analysis proposed here also intends to contribute to the reflection indigenous about the process of economic inclusion. (AU)
