Abstract

Some analysts have suggested that the centralized federalism produces homogenization through redistributive policies controlled by federal government. In practice centralized federalisms can produces ineffective mechanisms of redistribution of income between regions. The aim of this research project is to discuss the issue. Analyzing the Brazilian federalism in comparative perspective, we intend to analyze how the rules of income allocation affect the redistributive effect of diverse centralized policies that were adopted since the process of redemocratization began (1988). Therefore, different centralized policies will be analyzed: i.compulsory expenditure policies (FPM, FPE, FUNDEB and SUS), ii. non-compulsory expenditure policies (FNO, FNE and FCO), iii. interpersonal compulsory policies (BPC), and interpersonal non-compulsory policies (PBF). Thus, we intend contribute to a better understanding of the effects induced by the Brazilian federalism.
