Abstract

The action from the international community in armed conflicts through the mechanisms of "humanitarian" interventions are subjected to critics related to its capacity to solve problems on the international security agenda. The operations taken during the 1990's conflict in former Yugoslavia present wide obstacles to the success of the "humanitarian" interventions. We intend to analyze if the intervention taken in Yugoslavia was capable of granting the civil population fundamental rights and liberties presented by the International Humanitarian Law. To do so, it is essential to study carefully the mechanisms employed by international institutions to secure a peaceful conjuncture in the Balkan region. It is necessary to give careful attention to the distribution of personnel and financing resources, as well as the decision-making procedures in the intervention. It is also important to analyze the identies and interests of the agents of the conflict, so we can study the causes to the results of the international intervention. (AU)
