Abstract

The project intends to evaluate the effect of issue-area variation on the concentration of decision power in the Brazilian Ministry of Foreign Affairs . Based on previous literature on horizontalization and incorporating elements from the fields of bureaucratic politics and presidential studies, the research proposes a group of common determinants that potentially influence greater participation by the Presidency or other ministries in the definition of a given policy. These serve as control factors for the evaluation of the effect of issue-area variation. The hypothesis proposed is that the degree of horizontalization of a given decision in Brazilian foreign policy is affected by the degree of politicization of the issue, by the urgency of the response, by the technical character of the discussion and by its issue-area. In order to test this initial hypothesis, the project proposes a structured comparison of a group of decisions during the Fernando Henrique Cardoso government (1994-2002). The case selection will be made through the method of Most Similar Systems Design (Seawright and Gerring, 2008), highlighting the issue-area variation and searching for similarity in the control variables. The case studies will be analyzed through a process tracing method (Collier 2011), triangulating information between secondary sources, documentary sources, oral history archives and interviews to be done with relevant actors.
