Abstract

Intersectoral action is promoted in policies, programs as well as in national and international models as a central element for the design and implementation of public policies. It is also considered a key strategy in the field of health promotion and other approaches to complex public health problems. However, research highlights some gaps between the theoretical construction of intersectorial action and its respective integration into local practices. Challenges include its incorporation into intrinsically sectoral structures; political, administrative and institutional traditions; fragmentation of social problems; power disputes; lack of capacity of managers and technical personnel; and the various connotations used in its implementation. This research project wil investigate intersectoral practices that are taking place as part of the Intersectoral Network Guarulhos Cidade que Protege, launched in 2010. It will apply a case study methodology and Social Network Analisys with the aim of understanding the various conceptions about intersectoriality; what factors intervene in its construction and which ones condition it; as well as other aspects related to its dynamic within community and institutional spaces. It is expected that this research will contribute to the debate on the potential for intersectoral action and for models such as Health in All Policies, promoted by the World Health Organization.
