Abstract

The coastal zone of the São Paulo State is characterized by an extensive border that includes municipalities located in the South Coast, in the Baixada Santista and in the North Coast. Almost all territories in this region are considered as national patrimony by the Federal Constitution of 1988 (article 225, §4), namely known as the Atlantic Forest, the Serra do Mar and the Coastal Zone. In these territories is localized the Serra do Mar State Park (PESM), the most important conservation unit in the country, regarding the Atlantic Forest (Mata Atlântica), with its respective buffer zone bordering on the limits of these coastal municipalities, which in turn are competent to elaborate and execute the urban planning and expansion policies (article 182, Federal Constitution of 1988). The research, through a methodology based on the bibliographic review on the subject, in the open databases of georeferencing systems and field visits, aims to explore the cases of the municipalities of Peruibe, Itanhaém and Caraguatatuba. In this sense, it proposes to demonstrate the form and content of the urban expansion norms dictated by Municipal Director Plans analyzed and, also, the present stage by which these Municipalities are actually growing, thus providing results oriented to describe the current stage of the municipal planning on the urban expansion, regarding the following aspects: a) how such norms interfere, justify or validate possible occupations or anthropic pressures in the buffer zone of the PESM and b) what would be the typologies of these uses and activities.
