Abstract

The housing development activity represents the largest activity in the market oriented housing production. Moreover, it has a vast potential of changing the urban space and stimulating the economy since it manages and controls the activity of multiple actors, starting with the landowner, passing through the financial and construction firms, and last, reaching the final user: the home buyer. In Brazil, the housing development activity and its fortification are closely related to the institutions created by the State. In the beginning, the fortification of the housing development activity came from a relation between its own formalization, by a federal law, and a financing mechanism, the Housing Finance System (HFS). More recently this activity regained strength with the Initial Public Offerings (IPOs) of some of the housing development firms, which also reflected in changes in the manner of housing development. In view of the recent integration between the financial market and the housing development capital, the Brazilian academic debate about the housing development activity is frequently based on the occurred changes in the IPOs housing development firms, leaving aside a more general analysis of the housing development activity. Considering the relevance of the housing development in Brazil and looking to contribute to the debate on the housing development activity in the last years, this research intends to analyze the reflections and influences of the housing development activity as a whole, after the arrival of the IPOs in some of the housing development firms. Therefore, we will use the post-2006 period as this research's time frame and the ABC region of Sao Paulo as the spatial clip. Located in the Metropolitan Region of Sao Paulo, the ABC is characterized as a territory with relevant regional identity and capable of revealing some important aspects of the scale of the real estate production, including the non IPOs housing development firms. In order to achieve the desired results we will use information from the most diverse databases related to the housing development activity and the real estate production, and we will also conduct some semistructured interviews with the responsible agents of the housing development activity in the region.
