Abstract

Although submitted to the same National Policy for Primary Health Care (PHC), the Brazilian states of Santa Catarina and São Paulo present different socio-cultural and economic scenarios and, likewise, diferent histories of organization and implantation of PHC services. The evaluation of PHC services in different contexts might reveal some elements for the analysis of the variability of models of health care services and the performance standards of the latter, as well as identifying the association of those with determining factors in the scope of health care management. Project Objetives: to evaluate the organizational quality of PHC services in two Brazilian states - São Paulo and Santa Catarina - using the 'QualiAB' system for the evaluation of PHC and to develop analyses which may improve the evaluative potentialities of the system. This project shall encompass evaluative, observational and transversal research, based on the analysis of the results of the application of an electronic self-evaluation instrument - 'QualiAB' - as available in www.abasica.fmb.unesp.br In the state of Santa Catarina, the evaluation was conducted between September, 2016 and February, 2017, including the participation of 246 municipalities and 1,070 PHC units. In the state of São Paulo, the application was occurred between July and December of 2017, with the participation of 595 municipalities and 2,743 PHC units. Considering the preliminary analysis of the available databank, the eventual support of an international research center to this project will allow for the ellaboration of a deeper theoretical framework and the development of new analysis modeling - by counting on the partnership of health care evaluation specialists who shall engage in a dialogue with the specificities of the Brazilian national context.
