Abstract

The objective of this project is to investigate the relations between Brazil and Argentina considering the Declaration of Public Security in Argentina, the return of military troops to the city of Rio de Janeiro and the signature of a protocol of intentions between both governments on the cooperation of the police force in the fight against transnational illicit actions. Such practices indicate a tendency to the militarization of public security, already observed in other countries in Latin America, of which the main argument is the fight against international organized crime and drug trafficking. From a critical perspective of the theory of international relations, such as the one explored by R.B.J. Walker, and from the perspective of the "genealogy of power", such as written by Michel Foucault, this research intends to verify the thesis that the problem of public security in both coutries transcends the limits of domestic politics insofar as the discourses and the logic of the fight against drug trafficking become a common topic in the security agenda of both countries, leading to its militarization.
