Abstract

The purpose of this research project is to explain how the US and China agencies, through their foreign trade policies adopted in the first fifteen years of the 21st century, contributed to what the literature has described as the coexistence of two systems of governance for global trade. Thus, in line with the postulates of sociological constructivism, which are underpinned by the lack of ontological antecedence between agent and structure, the objective is to go beyond the explanation that is based on the systemic constraints of the new structure of international trade - the global value chains - , in order to elucidate how the repeated practices of the two major trading powers are also explanatory factors of the same phenomena under consideration. According to the hypotheses to be tested, from 2001 to 2016, US foreign trade policies presented themselves as an explanatory variable for the change in the international regime, while China's foreign trade policies constituted an explanatory variable for the preservation of the traditional international trade regime. In the proposed comparative study, empirical evidence will be provided both through the creation of a Jaccard index to compare the content of trade agreements, and through the analysis of the speeches of the incumbents with the formulation of the main directives and goals of the foreign trade policies of both countries.
