Abstract

In 2001, the principle of the Responsibility of Protect (R2P) appeared amid the context of the central debate among the defenders of the humanitarian intervention, through the elaboration of the International Commission on the Intervention and State Sovereignty, and it consolidated as principle of the International Right, in 2005, in the United Nations World Summit. The emphasis point felt through the Resolution 1973 in the year of 2011, emanated by the Security Council, which result in the intervention in Libya. Brazil, in a posture of as resistance and reply as adaptation, positioned actively as enterprising normative when proposing the Responsibility while Protecting (RwP) as an answer to the excesses and flaws happened during the implementation of the resolution. Therefore, the present project seeks to identify which criteria and factors related to the Brazilian's foreign and defense policy explain the normative enterprising initiative of the country when proposing the responsibility while protecting as a contribution for the humanitarian performances. Besides the participation of the armed forces in those operations, as well as to analyze the relationship between those criteria and factors as for the Responsibility while Protecting.
