Abstract

This research aims to analyze the professional practice of the architect and urbanist in the field of technical assistance for social housing, starting from contemporary experiences promoted by public instances and in the context of nationwide housing programs. This cut is justified at the moment when architects and urban planners seek to consolidate the practice of technical assistance, particularly through Federal Law No. 11,888 / 2008, which guarantees low-income families the services architecture, urbanism and engineering services for the construction and renovation of their houses. The legislative achievement was highly celebrated by these professionals, but so far few actions have taken place or brought about structural changes in the way of producing popular housing. This reality brought to light a series of discussions in the area, both in universities and within the scope of entities representing architects and urban planners, where themes related to the way the profession responds to the challenges posed by the precarious housing conditions in the country are revisited. In these discussions, we identified marked divergences, when it comes to the forms of consolidation of this professional practice. Based on the debates of the architects, at first, to resume the concept of technical assistance, its diverse origins and plural trajectories, operationalization and institutionalization processes. In a second step, a critical analysis of practical experiences will be carried out, based on the performance of these professionals. To this end, we will expose technical assistance initiatives based on the following cases: the actions financed by the National Social Interest Housing Fund; initiatives produced under the Minha Casa Minha Vida Entidades Program; what has been consolidated through sponsored practices with the resources of the Architecture and Urbanism Council, and finally, the current experiences of university extension. In this way, it is intended to bring a reflection on the professional practice that shapes these activities.
