This research aims to analyze the professional practice of architects and urban planners in the field of technical consultancy and technical assistance for social housing, based on contemporary experiences promoted by public agencies in the context of national housing programs, as well as other initiatives that unfold through the organization of architects and urban planners and their professional representative entities. This cut is justified when architects and urban planners seek to consolidate the practice of technical assistance, mainly through Federal Law No. 11,888 / 2008, which guarantees for low-income families free architecture, urbanism and engineering services for the construction, renovation and land regularization of their homes. The legislative achievement was much celebrated by these professionals, but so far few actions have materialized or brought structural changes in the way popular housing is produced. This reality has brought to light a series of debates in the area, both in universities as well as in the architects\' and urban planners\' class entities, in which we identify a multiplicity of meanings, accentuated divergences, the most distinct conceptions, when it comes to ways to consolidate this professional practice. From the architects\' debates, we sought, from the beginning, to resume the concept of technical consultancy and technical assistance, its diverse origins and plural trajectories, operationalization and institutionalization processes. In a second moment, a critical analysis of practical experiences is carried out, based on the performance of these professionals. To this end, we will present technical consultancy and technical assistance initiatives based on some cases: actions financed by the National Social Housing Fund; the initiatives produced by Minha Casa Minha Vida Entidades program; and, finally, what is being done in the present time, through the sponsorship of the Council of Architecture and Urbanism, through university extension experiences and other local public policies. Finally, it is intended to bring a reflection on the professional practice that makes up these activities. (AU) | |
