This research project aims to analyze, especially, each LOA (Annual Budget Law) that was passed at the City of São Paulo since 2003 to 2018 and compare them with the main planning urban tools of the public administration - i.e., Strategic Master Plan (PDE), Multiannual Plan (PPA), Budget Guidelines Plan (LDO) - and the Sector Plans - i.e., City Housing Plan (PMH) and Basic Sanitation Plan (PMSB). This comparison wishes to verify the budget planning and urban planning coordination. To make it possible, this research will focus only on the coordination between the housing actions and environmental sanitation actions of 2002 and 2014 Strategic Master Plans alongside its LDOs and LOAs in comparison with the city PPAs', the federal law, the state law and the municipal law.
