For this, the studies of Luis Felipe Miguel and Flávia Biroli (2002 and 2010), Venício A de Lima (2004) and Mauro Wolf (2003) will serve as basis to understand the relation between media and policy, as well to comprehend the thematic coverage of the subject. For the analysis of the material, Critical Hermeneutics (THOMPSON, 1995) will be used in its steps for understanding the techniques of construction of meaning.
