Between renewable and non-renewable energies: the governmental attention of federal governments in the construction of the national energy policy between 1995 and 2014

Abstract

This research project aims to map and analyze the Brazilian energy policy agenda-setting, in a temporal perspective, in order to verify the federal's priorities among renewable energies (solar, wind, small hydropower, tidal and biomass) and non-renewable energies in the conduct of energy policy, during the federal governments from 1995 to 2014. For this, official documents and data of the Executive, Legislative arenas and Indirect Administration (speeches, messages to the Congress, Provisional Measures, MME Ordinances, ANEEL, ANP and EPE Resolutions; Constitutional Amendments, Ordinary Laws, Complementary Laws, Legislative Decrees) will be mapped, codified and systematized for the creation of indicators of attention. These indicators will undergo a cross-sectional analysis, namely, a comparison of all the themes that have focused attention on energy policy in this period in order to identify the government priorities in the conduct of the policy in question, as well as a longitudinal analysis, in order to investigate the Renewable Energy in the medium (1995-2014). This project is based on Punctuated Equilibrium Theory, a theory created by Baumgartner and Jones, and methodology that unites content analysis, coding processes, database construction and statistical analysis, used and recognized internationally by the Comparative Agendas Project, an international group of comparative research on agenda-setting and policy dynamics, which the Brazilian Policy Agendas Project - the group which this proposal belongs - is part of. This research will deepen the studies on Agenda and will contribute to the analysis of the energy policies, since public policy studies in Brazil are mostly focused on social policies. (AU)
