Abstract

Developed and supported by law, the democratization of communication and the model of the Regulation of Communication in Portugal can be an example for Brazilian society. Portugal has regulatory entities that collaborate for the independence and quality of the media and this scenario leads us to question how the process of regulation of communication in that country was and how this influences the performance of the Portuguese social movements. In this sense, this study intends to reflect how the regulation of communication favors the performance of social movements. Specifically, we hope to understand the historical process of regulation of communication in Portugal and to analyze the performance of Portuguese social movements and their use of the media, especially the internet. We propose to analyze, as a case study, two social movements with resonance in Portugal and both will be chosen from the evaluation done jointly with the supervisor of this project in that country. The study will be developed by the Instituto de Comunicação da NOVA (ICNOVA), located at the Universidade Nova de Lisboa. We will use the qualitative methodology, since it will make it possible to broaden the contribution of ICNOVA researchers to the construction of the theoretical reference, to the composition of the exploratory research and to the realization of the focal group and the interviews proposed in the analytical research. We believe we can bring important contributions to the research project developed in Brazil, namely "O potencial das fanpages dos movimentos sociais em prol da democratização da comunicação: Um estudo sobre a comunicação online do Intervozes e Fórum Nacional pela Democratização da Comunicação", as well as new perspectives for the expansion of Brazilian democracy, for the theme of communication and for contemporary social movements.
