Public investments in cultural policies: a comparative analysis between the administrations of Partido do Movimento Democrático brasileiro (PMDB) e do Partido dos Trabalhadores (PT)in Araraquara

Abstract

In the broad spectrum of social demands lacking public policies, the cultural dimension figures in a secondary position. These political choices bring profound impacts to society in terms of quality of life, social cohesion, the strengthening of historical and identity aspects and, in the limit, important economic developments in the field of economy and creative cities. Based on this problem and considering the distinctions of the municipal policies of culture in different governments, the present research will seek to understand, the insertion of this dimension in the agendas of the PMDB and PT governments in the city of Araraquara / SP. As parameters of analysis will be considered the municipal public investments applied in the culture, its sectorization by area and its spatialisation in the city. We will use the information presented in the Annual Budget Law and the values committed, we categorize the investments and their territorial distribution. For all cases the years 2013-2014 (PMDB) and 2017-2018 (PT) will be used. We will also make interviews with officials of the cultural secretariats or sectors linked to it, seeking a qualitative analysis of the problem. Through these procedures it will be possible to identify transformations in municipal public agendas, in relation to cultural ones, in two different municipal governments. (AU)
