Basic education for global citizenship: repercussions of UNESCO's educational perspective on the legislative production of São Paulo state during the secondary occupations (2015-2016)

Abstract

The Scientific Initiation Research Project is part of the Teaching Research Work Plan: "International Cooperation, Education and Democracy: global governance of primary education for the consolidation of democracy within the United Nations Educational, Scientific and Cultural Organization (UNESCO)". The main objective is to assess the incorporation, into bills from São Paulo State Legislative Assembly on basic education in its orientation towards democracy, of hermeneutic content advocated by UNESCO towards education for global citizenship (EGC). That in the period of 07/01/2015 - 12/31/2016. In this period, while in the international scene, UNESCO, as an important representative of the right to education, advanced its debates in EGC, it becomes noticeable, in the state of São Paulo - extending later to the entire country -, social mobilization surrounding education and democracy, led by high school students with the occupation of public schools. As a central point, the criticism of the absence of democracy and social engagement in education public policies. The methods adopted are documentary research, discourse analysis and bibliographic research. As results, we hope to assess possible repercussions, on legislative proposals, of the International human rights law, as interpreted by the leading international organization dedicated to the subject.
