Abstract

Through the genealogical analysis of power, this research is dedicated to the current setting of Restorative Justice (RJ). RJ is an effective investment too for institutes, international and Brazilian organizations, judiciary, courts, and universities for conflict resolution and violence reduction. RJ permeates the fields of public security, social policies, and human rights presenting itself as an innovative form of justice that can be applied to different urban contexts, encompassing multiple sectors. The restorative process is based on community involvement and, as a preventive policy, is directed to children and young people for educational purposes. Also called "micro-justice" and considered "justice for the 21st century", RJ has been in use in Brazil since the 2000s. Since then, its effectiveness has been investigated in the justice system framework alongside the neoliberal rationality. This project will rely both on the guidelines established by the Sistema Nacional de Atendimento Socioeducativo ("National System of Socio-Educational Service") on Restorative Juvenile Justice and in the literature on the so-called human development with an emphasis on the UN system.The objective of this current research aims to verify the reclassification of the "dangerous infant" into an "individual with vulnerabilities" to question how the selectivity of the penal system operates in this continuum produced by RJ. Furthermore, this research will investigate the main drivers for preventing conflicts in the urban space and the effectiveness of alternative sentences considering distinct areas of the society such as Childhood and Youth Courts, schools, neighborhoods, and communities in favor of building a safe environment.
