Abstract

The increase in consumption of plastic objects from the middle of the 20th century brought a new challenge for the State and for society: deal with the consequences of disposing of these objects in the environment. Given the state's duty to preserve a healthy and ecologically balanced environment for these and for the future, as institutions committed to public policies such as recycling, reverse logistics, environmental education and, recently, legislation, as a means of reducing the use of plastic. The objective of this research is to compare how Sao Paulo and Lisbon use public policies, with a focus on legislation, for this purpose, to understand their similarities and differences. The method used for this purpose will be comparative with a qualitative nature, due to the fact that the environment does not follow borders and its problems affect too many countries, together with the technique of indirect documentation, through documentary and bibliographic analysis. Compare the laws used by two capitals such as Sao Paulo and Lisbon is essential to gain a broad perspective of this dynamic, which proves to be a promising way to reduce the impacts caused by the use of plastic on Earth and, thus, contribute to the preservation of life of humans and animals.
