Understanding innovation capabilities in the public sector: the case of local governments in developing countries

Abstract

Cities play a central role in formulating public policies to address sustainability challenges such as climate change and the Sustainable Development Goals (SDGs). However, both national and local governments have been criticized for failing to address these challenges and have been called upon to innovate. Many support the idea that innovation can improve the quality of public services and the problem-solving capacity of government organizations in dealing with societal challenges, including sustainability and the SDGs. In this context, research on innovation in the public sector has increased significantly since the 2000s. Despite this, little is known about innovation capabilities in public sector innovation, particularly regarding local governments in developed countries. This research aims to fill these gaps and advance the understanding of innovation capabilities in local governments through three articles. The first article will be a conceptual article and will consist of a review of the literature on how the managerial concept of innovation capabilities from the private sector is used in the public sector. Based on this review, gaps will be identified and a heuristic framework that places the concept of innovation capability in the perspective of the policy process and the public innovation process will be developed. From the heuristic framework expected patterns will be deduced and presented in the form of a research agenda for innovation capabilities in local governments. In the preliminary findings of this review two gaps were identified: (1) further research is needed on how the unique characteristics of the public sector affect innovation capabilities; and (2) further research is needed on how collaboration can contribute to building and strengthening innovation capabilities in the public sector. The next two articles will be empirical and based on these two gaps. In the second article it is argued that existing theories on innovation capabilities in the public sector are largely derived from a private sector perspective, and often overlook what makes the public sector unique. This problem is explored through a multiple case study that will focus on how political authority influences and shapes innovation capabilities in the public sector. Finally, the third article posits that new types of governance systems, operating at different levels and across jurisdictional boundaries, and engaging multiple levels of government as well as nongovernmental stakeholders are essential for local governments to address complex issues that can only be tackled through collaborative innovation. It is maintained that these collaborative governance regimes create and strengthen innovation capabilities in local governments, yet little is known about the mechanisms through which this occurs.
