Abstract

This PhD research project seeks to study various forms of governance on a metropolitan scale and its expansions, focusing specifically on the São Paulo macrometropolis. Despite the numerous studies on diverse governance approaches, the metropolitan, regional, and, above all, the macrometropolitan scales represent still a gap. The present project seeks to contribute to this discussion by analysing three theoretical forms of governance - anticipatory, collaborative and of common resources, establishing a theoretical dialogue with the reality of the São Paulo city-region, with a governance practice marked by institutional fragility and fragmentation. This is a project within the scope of subgroup 1 of the thematic project "Environmental governance of the São Paulo macrometropolis in view of climatic variability". It aims to establish a dialogue with the other research groups, especially group 2 and group 3, seeking integration of nodal points and contributing with the discussions on innovative territorial governance and public policies in the context of climate variability.
