Abstract

The work proposal intends to discuss the character of urban interventions in valley bottoms, within the scope of plans, programs and projects, in the Tamanduateí river basin, with the outline of the municipalities of the Greater ABC. The historic approach to works on rivers and streams in the region with the predominant application of gray infrastructure - plumbing, road systems in valley bottoms and large reservoirs - allows us to say that the intervention paradigm, with insufficient results even within the scope of urban drainage, maintained the current socio-technical regime. This sets up a set of cognitive patterns of material and social elements that guarantees the perpetuation of applied practices. However, variability and climate change expose a number of limitations to such interventions and push for a change in this perspective, leading to interventions based on green infrastructure and changes in the planning and development status quo of plans, programs and projects, which represent innovations and guarantee a more resilient relationship between the city and its water courses. The construction of this relationship involves several socio-spatial and planning factors, due to this complexity the work methodology must cover: mapping the responsible institutional structure of each municipality, detailed identification of the planning of actions and analysis of interventions in water courses. The analysis will make it possible to assess whether there is a reproduction of the intervention status quo in the valley bottoms of the Tamanduateí basin, or whether it is possible to observe innovative actions that characterize a socio-technical transition.
