Abstract

In the last decades, there was a strengthening in Brazil's federative coordination, which led to the implementation of national policies by states and municipalities, the guarantee of minimum national standards, the revenue redistribution, and the creation of intergovernmental arenas. The scholarship on federalism points out that these mechanisms are fundamental to balance the effects of competition and heterogeneity that featured federal countries, especially unequal ones such as Brazil. Various studies seek to comprehend the federal government's role in this process and the implementation of national policies by municipalities. In this case, the literature calls attention to the influence of national regulation and inducement mechanisms but argues that there is discretionary at the local level, influenced by local capacities. However, a few studies discuss the state governments' role in implementing and mediating national policies. This study aims to comprehend the factors that influence the implementation of national policies by state governments in two different policy fields - Education and Health care - to understand if they mediate the relationship with municipalities. These policies were chosen as they vary in its vertical and horizontal mechanisms of federative coordination, which allows the comprehension of the effects of these differences in the subnational implementation. The comparative analysis of two federal programs in two different states enables the understanding of the influence of the capacity of states in the implementation. The research includes the systematization of literature and the collection and analysis of quantitative and documental data and data collected through in-depth interviews. (AU)
