This research aims to analyze the relationships between two dimensions that involve the study of OSC participation in social assistance policy: (I) the speeches that circulate in the state sphere about OSC participation, and (II) the institutional arrangements that organize the performance of these actors in this public policy. We sought to find out if there are relations between the way in which state actors perceive and analyze the performance of OSCs and the different institutional arrangements used for the organization of social assistance. For this, three Brazilian municipalities will be analyzed: São Paulo, Belo Horizonte and Fortaleza. The present research is constituted as a qualitative case study. For the survey and production of information, three research procedures will be used: (I) bibliographic and documentary survey, (II) field work and (III) semi-structured interviews. The analysis of this information will be carried out through a dialogue between two fields: Social Psychology, mainly that which studies the Discursive Production of the subjects, and the field of Public Policies, in dialogue with Historical Institutionalism.
