Abstract

This project presents a proposal for the Research Internships Abroad (BEPE/FAPESP) to be carried out under the supervision of Prof. Dr. Finn Stepputat (DIIS - Danish Institute for International Studies). The main objective of this project is to employ more systematic and profound reflection concerning the politics of cocaine circulation in the Port of Santos. In this sense, there are different projects of making goods circulate and capturing revenue from circulation. The "politics of circulation" involves plurality of: rationalities, technologies that seek to balance circulation and security, and elements of anticipation (Stepputat, Hagmann, 2019). Specifically, the empirical analysis is focused on projects of cocaine circulation in the Port of Santos, located in the state of São Paulo in Brazil. Such projects of cocaine circulation will be analyzed from an ethnographic perspective. Here, the Port is seen as a frontier where different "governscapes" (Stepputat, 2013, 2018) coexist, as well as a border of global logistical networks and rationalities, where new agents of circulation rearrange relations and cut across national/international, public/private and legal/illegal boundaries. This period as a Visiting Fellow will also provide an internationalization of this project in different ways. First, I will participate at DIIS's seminars and present my research results in these opportunities. Second, I will deepen common discussions and strengthen existing networks between groups of researchers I am part of in Brazil and the "Peace and Conflict" group in Denmark. Third, I intend to visit other important research centers focused on similar issues to those of my interests where I already have an initial dialogue. Finally, I intend to use my time abroad to prepare an article in English and a workshop in Brazil, as part of the dissemination of research results, bringing together Brazilian and international researchers specializing in themes related to critical logistics and infrastructure, especially those who are studying ports.
