Abstract

Norway has an intrinsic and relevant historical relationship with the Arctic region. The scientific justification is constantly used in political speeches and in national strategy documents for the Arctic, traditionally establishing itself as the "knowledge society". Indeed, this is one of the reasons why Norway is included in the Arctic Council (AC), the main intergovernmental forum in the region, which also allows the participation of indigenous peoples alongside Member States to discuss issues of self-determination, rights and preservation of its territory, identity and culture. Norway is the country with the largest Saami population in the world and, therefore, has a historic and unique relationship with these peoples at the domestic and regional levels. Thus, this project, through available document analysis and bibliographical survey, aims to investigate the internal relationship between the State and indigenous populations and how this bond is established in the regional international environment, under the scope of the Arctic Council.
