Abstract

This master's degree research seeks to analyze, from a comparative and international perspective, the content of the speeches, and mediatic manifestations of the elected presidents Donald Trump - in the United States (2017-2020) and Jair Messias Bolsonaro - in Brazil (2018-2022) as a structuring instrument of populism (Mudde, 2004; Mudde e Kaltwasser, 2017; Kaltwasser et al., 2017; Hawkins et al., 2019). For that, different attention indicators from both presidents will be mapped, categorized, and analyzed, following the methods and studies organized by the Comparative Agenda Project. Among the documental corpus selected for analysis are the annual declarations uttered at the American State of Union and the Brazilian National Congress Message, as it will also be mapped to the plans of government, and the debates held in the pre-election period in each of the two countries. From the collected and categorized data, two analyses will be held: the first, of a longitudinal character, compares the attention of the speeches about public policies in each elected president with their predecessor, demonstrating changes and continuities in the priorities of the presidents. The second analysis, of a transverse and compared perspective, seeks to understand the similarities and differences that approximate and oppose the symbolic agendas of Trump and Bolsonaro and analyze them according to the lenses of populism ideational and the formation of the governmental agenda. This research seeks to reinforce the studies that indicate the protagonism of the symbolic agenda of elected presidents, highlighted in their speeches and pronouncements in the process of defining priorities and forming the governmental agenda.
