Abstract

This Scientific Initiation (SI) research proposal is linked to the project "Social mobilization as a policymaking lever? A transatlantic dialogue on community action and decentralized governance during covid-19" (SMAPL), funded by FAPESP, which questions how community mobilizations during the covid-19 pandemic can boost public policy making. The Brazilian case that integrates this research is the response to the pandemic of the Complexo de Paraisópolis community from 2020 to 2022, which came to be known as a model of response to health emergencies, promoted by the G10 Favelas and disseminated to other communities in Brazil and in the outside. In the framework chosen for this SI, a hypothesis is formulated, based on exploratory research, that the different sources that describe the response model differ and do not present a cohesive description of what happened. Through a historical case study, whose data will be processed via the process tracking method, this study will use the content analysis method to classify and verify the frequency with which certain characteristics of the model are defended by the different research sources (national and international journalistic articles, actors from the G10 Favelas who built the model, epidemiological data and specialized literature). The content analysis associated with process tracking will allow the reconstitution of events in a timeline based on triangulation of sources, which will be able to support other researches, especially those under the umbrella of SMPL.
