Abstract

The objective of this project is to understand how constitutional changes impact changesof public policies. We analyze the Brazilian case from 1988 to 2022 and verify how the changesrelating to the importance attributed to the constitutionalization of social and economic rights (DSE) impacted on thechanging the dynamics of the policy process, increasing the relative proportion of ordinary legislation aimed atcause policy change in the DSE areas. The search draws on the Comparative Agenda databaseProject (CAP) and the Brazilian Policy Agenda Project (BPAP) to which it is integrated. are expectedcontributions to an underexplored field of study in international political science, which encompasses theconstitutionalist and public policy literatures.
