Abstract

International trade is now often conducted along global value chains (GVCs), however, the limits of private governance of GVCs have become apparent within the context of climate change. While public and hybrid forms of governance are believed capable of improving GVC sustainability, especially their alignment with the Sustainable Development Goals (SDGs), theoretically, their interactions need to be better understood. The objective of this research is to analyze the links between the public, private, and hybrid forms of governance in GVCs. It will use a mixed method approach to research the case of the Brazilian beef production in the Amazon, which has become the principal cause of deforestation and greenhouse gas emissions in Brazil. The object is of scientific and policy interest since cattle production is subject to an intertwined mix of public, private, and hybrid governance initiatives. This study explores the sustainability of the Brazilian beef GVC in the Amazon through the development of a methodology to identify, analyze, and evaluate the various learning and governance mechanisms used by governments and local actors to build capabilities to align GVCs with the SDGs. It will be empirically tested via a comparative case study of two beef VCs in Pará one with and the other without the presence of a major slaughterhouse. Through the development, testing, and refinement of this methodology under the supervision of leading researchers at the University of Manchester, this project will bring significant contributions to the overall project so that the sustainability of the other GVCs being analyzed (cosmetics and fishing) may subsequently be tested.
